Qura · SEND Intelligence
Last updated 13 October 2026
SEND Intelligence is a research service for specialist staffing and therapy suppliers. It brings together public information about special schools, alternative provision, schools with SEN units, state-funded mainstream primary and secondary schools in England, the trusts and councils that run them, the vacancies they advertise and related public tenders, so that suppliers can find and respond to staffing needs sooner.
We do not use commercial job boards unless we hold a licence to do so, and we do not use Teaching Vacancies unless the Department for Education agrees.
Qura never collects, stores or shows any information about pupils, families or Education, Health and Care Plans. Where we show figures such as the number of pupils with an EHC plan at a school, these are totals published in official school records.
Council SEND contacts. SEND Intelligence shows the names, job titles and work contact details of council officers responsible for SEND services and contracts, only where the council publishes them on its own website. Each one links to where we found it and shows when we last checked it. Where a council publishes a team inbox instead, we show that and no name. We never use officer names from council forward plans, and we never guess or invent email addresses.
Schools. For schools we show only a general office address that the school publishes on its own website (such as office@ or admin@), never a named person's address. Official school records include the name of each head teacher. Qura does not keep or show those names. To tell subscribers that a school has a new head teacher, we keep only a one-way code made from the name, which cannot be turned back into it and is replaced each week. From mainstream schools, Qura shows only vacancies for SEND roles, such as SENCOs, SEN teaching assistants, specialist teachers and therapists.
Why we are allowed to. We rely on legitimate interests (Article 6(1)(f) UK GDPR): the interest of specialist staffing and therapy suppliers in reaching the people responsible for SEND services, balanced against your rights. We keep our assessment on file and you can ask to see it. Details are shown only to paying subscribers, whose terms forbid bulk mailing and adding you to marketing lists. An email started from Qura to a council contact says where the details came from.
How long we keep it. We check each council again at least every 90 days. A contact we no longer find is hidden at once and deleted 30 days later, and anything we have not confirmed for 12 months is deleted. You can ask us to remove your details at any time with the form below; we stop showing them straight away and keep only a one-way code so they are not added again.
Our checks identify themselves as QuraBot/1.0. QuraBot follows each site's robots.txt, makes at most a few requests to a site each day, never signs in, and never gets around paywalls or bot protection. To stop QuraBot visiting your site, add this to your robots.txt:

We stop showing matching details straight away and confirm by email within one month if you give an address.
